Wear OS 3…
I am unsure there is even an option but “Tizen” had a (Always on Top or DOTS Display On Top) which was really nice with the Sleep Watch App. Early in the morning when an alarm goes off you just open your watch and click.
First I tried going to the “recent apps” no problem worked. 2nd time just gave me a checkmark. Now I hit the “Sleep App” and it came up. I was pleased that it did not reset my sleep tracking.
The other thing was. Even with good eyesight again early morning I find the colors on the “snooze/dismiss” alarm page to be too close which makes it hard to read. 
forces you to wake up and pay attention.
Otherwise it looks real good.
