Threshold volume is set too low, so only very loud sounds are recorded

Go to Settings → Sleep noise recordings → Recording volume threshold

For number two shouldn’t it say RAISE instead of lower? I’d think lower would let even less recordings in.

I think this isn’t written clearly. It says the threshold is too low, and then says to lower it… No wonder there is confusion!
It does work better when you lower it, this means it records quieter sounds
