Currently we can pick an audio file as alarm tune from Google Drive by selecting the folder icon on the top-right and selecting Google Drive, but only from classic Google Drive content, files shared with me and bookmarked folders. You can technically find a file synced from a Computer by bookmarking (starring) a synced file or folder from a Computer, and finding it in the Bookmark section, but that is convoluted.
